Penyaluran Dana Otsus 2023 di Papua Barat Capai Rp 1,034 Triliun

MANOKWARI, JAGAPAPUA.COM - Direktorat Jenderal Perbendaharaan (DJPb) Kementerian Keuangan melaporkan penyaluran dana Otonomi Khusus (Otsus) tahun 2023 di Provinsi Papua Barat mencapai Rp1,034 triliun atau 44,94 persen dari pagu sebanyak Rp2,301 triliun.

Kepala Bidang PPA-II Kantor Wilayah DJPb Kementerian Keuangan Perwakilan Papua Barat Wahyu Widhianto, di Manokwari, Selasa, mengatakan dana Otsus terdiri dari tiga jenis, ialah dana Otsus bersifat umum (block grant), dana Otsus yang telah ditentukan penggunaannya (specific grant), serta dana tambahan prasarana (DTI).

Mekanisme penyaluran dana Otsus dibagi dalam tiga tahapan, ialah tahap satu sebanyak 30 persen, tahap kedua 45 persen, dan tahap ketiga 25 persen.

"Tahap satu sudah tersalur Rp690,353 miliar, dan tahap kedua baru tersalur Rp343,784 miliar," kata Wahyu Widhianto.

Ia merinci penyaluran kepada Pemerintah Provinsi (Pemprov) Papua Barat Rp506,204 miliar, Pemerintah Kabupaten (Pemkab) Fakfak Rp51,055 miliar, Kaimana Rp87,591 miliar, dan Manokwari Rp136,785 miliar. Kemudian Pemkab Manokwari Selatan Rp41,711 miliar, Pegunungan Arfak Rp71,403 miliar, Teluk Bintuni Rp45,003 miliar, dan Pemkab Teluk Wondama Rp94,382 miliar.

"Sampai tanggal 1 Agustus, empat pemda sudah lakukan penyaluran tahap dua. Pemprov Papua Barat, Pemkab Kaimana, Manokwari, dan Teluk Wondama," ujar Wahyu.

Ia menjelaskan pagu dana Otsus untuk Pemprov Papua Barat pada 2023 sebanyak Rp1,011 triliun, Pemkab Fakfak Rp170,183 miliar, Kaimana Rp170,984 miliar, dan Manokwari Rp242,994 miliar. Selanjutnya Pemkab Manokwari Selatan Rp139,039 miliar, Pegunungan Arfak Rp238,012 miliar, Teluk Bintuni Rp150,012 miliar, dan Teluk Wondama Rp178,010 miliar.

"Penyaluran tahap kedua sampai bulan Juni 2023, idealnya kudu sudah 75 persen dari total pagu," kata Wahyu pula.

Dia menuturkan syarat penyaluran dana Otsus pada setiap tahapan ialah pemerintah wilayah harus memberikan laporan penggunaan dana Otsus sebelumnya, dan laporan perencanaan Otsus yang terintegrasi dengan program APBD.

Dokumen syarat salur dana Otsus dari pemerintah wilayah diserahkan kepada Direktorat Jenderal Perimbangan Keuangan (DJPK) Kementerian Keuangan di Jakarta. Setelah syarat salur terpenuhi, kata Wahyu, DJPK bakal menerbitkan surat rekomendasi penyaluran ke seluruh Kantor Pelayanan Perbendaharaan Negara (KPPN) di Indonesia.

Wahyu menambahkan kelengkapan dua arsip syarat penyaluran dana Otsus setiap tahapan diatur melalui Peraturan Menteri Keuangan Nomor 76/PMK.07/2022 Tahun 2022 tentang Pengelolaan Penerimaan dalam Rangka Otonomi Khusus. Hal tersebut berbeda dengan penyaluran tahap satu tahun 2022, lantaran revisi Undang-Undang Nomor 2 Tahun 2021 tentang Otsus Papua baru pertama kali diimplementasikan.

"Kalau tahun lampau (2022) penyaluran tahap pertama tidak ada arsip syarat salur, tapi sekarang sudah harus ada arsip syarat salur," ujarnya lagi.

Ia berharap dana Otsus yang sudah disalurkan ke masing-masing pemerintah daerah, segera dilakukan penyerapan melalui penyelenggaraan program kegiatan. Optimalisasi penyerapan bakal berakibat positif terhadap realisasi pembangunan dalam rangka penyelenggaraan otonomi khusus pada setiap daerah di Papua Barat.
