Soal Kritik Wapres terhadap Papua, Filep Beri Respon Tajam

JAKARTA, JAGAPAPUA.COM - Dalam kunjungan kerjanya di Merauke, Papua Selatan pada Selasa (4/6) lalu, Wakil Presiden (Wapres) Ma'ruf Amin menyoroti transfer dana yang disebutnya besar ke Papua, namun tidak ada wujudnya. Kritik Wapres ini direspons menohok oleh Senator Papua Barat, Filep Wamafma.

“Apa yang disampaikan Wapres itu sama saja dengan mengkritik diri sendiri. Selama ini sudah ribuan bahkan jutaan kali aspirasi rakyat Papua, terkait keluhan Wapres. Semua aspirasi itu disampaikan melalui berbagai kanal resmi yakni DPD RI, Pemerintah Provinsi dan Kabupaten, juga lewat media-media. Pertanyaannya, apa yang Pemerintah Pusat lakukan dengan semua aspirasi tersebut?” ujar Filep saat ditemui awak media, Kamis (6/6/2024).

“Memang benar bahwa Pemerintah Daerah punya tanggung jawab pembangunan pada saat transfer dana Otonomi Khusus (Otsus) diberikan langsung ke kabupaten. Namun Pemerintah Pusat juga harus menyadari bahwa ada amputasi kewenangan daerah misalnya melalui UU Cipta Kerja, atau amputasi kewenangan daerah dalam hal investasi untuk Proyek Strategis Nasional (PSN). Ini semua tidak bisa dipungkiri,” tegas Filep lagi.

Filep menambahkan, anggaran untuk Papua memang besar, namun pada saat pembagian untuk provinsi pasca pemekaran, anggaran tersebut menjadi kecil dan habis terpakai. Menurutnya, anggaran besar dalam pandangan Wapres, boleh jadi hanya dihitung dari totalnya saja. Ia pun mengingatkan bahwa Wapres semestinya juga mengetahui besaran dana 1% Otsus yang dikelola oleh Pemerintah Pusat melalui BP3OKP.

Seperti diketahui, alokasi dana Otsus kini sebesar 2,25 persen dari plafon Dana Alokasi Umum (DAU) Nasional. Dari 2,25 persen plafon DAU Nasional tersebut, sebanyak 1 persen diantaranya dialokasikan untuk pembangunan, pemeliharaan, dan pelaksanaan pelayanan publik; peningkatan kesejahteraan Orang Asli Papua dan penguatan lembaga adat; dan hal lain berdasarkan kebutuhan dan prioritas daerah sesuai dengan ketentuan peraturan perundang undangan.

Sedangkan 1,25 persen lainnya ditujukan untuk pendanaan pendidikan, kesehatan serta pemberdayaan ekonomi masyarakat, dengan besaran paling sedikit 30 persen untuk belanja pendidikan dan 20 persen untuk belanja kesehatan.

“Maka menjadi sebuah ironi saat Wapres mengatakan bahwa dana Otsus ke daerah itu besar, namun tidak bisa menguraikan besaran 1% yang dikelola Pemerintah Pusat seperti pernyataan Menko Polhukam Mahfud MD saat itu, bagaimana programnya, bagaimana hasilnya, bagaimana wujudnya. Oleh sebab itu, Wapres tidak bisa langsung menyalahkan Pemda, namun perlu memeriksa juga bagaimana pengelolaan dana oleh Pemerintah Pusat terkait Otsus,” jelasnya.

“Wapres juga perlu ingat bahwa kebijakan pemekaran sudah menjadi kebijakan Pemerintah Pusat, dan bukan lagi sekadar usulan daerah. Maka aspirasi dari Kepala Daerah di Papua yang saya terima menunjukkan bahwa anggaran ini kecil dalam konteks pemekaran. Bahkan tidak ada kebijakan afirmatif dari Pemerintah terkait dana Otsus, tidak ada sistem keuangan, sehingga sulit bagi Pemda untuk mengatur kebijakan afirmasi berdasarkan UU Otsus. Hal-hal inilah yang harus dievaluasi, bukan tiba-tiba menyalahkan Pemda. Oleh karenanya, saya berharap ada sinergi antara Pemerintah Pusat dan Pemda, sehingga Orang Asli Papua (OAP) sebagau subjek utama Otsus, dapat merasakan hasilnya,” tegas Filep.

Pimpinan Komite I DPD RI itu kemudian meminta Pemerintah Pusat bersikap konsisten dengan setiap kebijakan terkait Otsus. Ia berharap adanya tata aturan dan sistem kebijakan yang sinergis dan efisien dengan memperhatikan kewenangan daerah.

“Jadi begini, Pemerintah Pusat seharusnya konsisten dalam seluruh kebijakan yang dibuat. Jangan sampai waktu anggaran besar namun sektor pendidikan bermasalah, kesehatan bermasalah. Dengan kata lain, Pemerintah Pusat tidak hanya melihat hasil akhir digelontorkannya uang Otsus, tetapi harus punya grand design yang jelas mengenai Papua, yang kemudian diimplementasikan di daerah oleh Pemda. Bagaimana Pemda bisa mendorong investasi yang adil bagi Orang Papua, jika izin-izin investasi langsung diintervensi Pusat? Itu cuma satu contoh saja,” kata Filep.

“Pada saat yang sama, Pemerintah Pusat harus menyediakan mekanisme pengawasan yang terintegrasi, termasuk tata cara pelaporan hasil Otsus. Pemda bisa saja khawatir tersandung korupsi, karena tidak ada pengaturan diskresi Otsus, yang membuat Pemda bisa kreatif dalam membangun Papua. Ini yang berpotensi membuat dana mengendap, lalu di akhir tahun berupaya menghabiskan dana untuk kegiatan sporadis yang tidak berdampak pada pembangunan,” ungkap Filep.

Senator lulusan Doktoral Hukum Universitas Hasanuddin ini meminta Pemerintah untuk tidak menyalahkan berbagai pihak dan mengutamakan evaluasi yang efektif bagi di pemerintah pusat dan pemerintah daerah.

“Saya kira keluhan mengenai pendidikan, kesehatan, guru, adalah keluhan-keluhan sepanjang sejarah Otsus Papua. Wapres pasti paham soal itu, karena Beliau ditugaskan Presiden sebagai Ketua Tim Percepatan Pembangunan di Papua. Maka menyalahkan Pemda juga kurang tepat walapun memang Pemda harus menunjukkan kinerja afirmatif,” pungkas Filep.
