Komite II DPD RI Nilai Pengelolaan SDA Belum Sesuai Harapan

JAKARTA, JAGAPAPUA.COM - Komite II DPD RI menggelar Rapat Dengar Pendapat dengan Kementerian ESDM terkait program kerja di daerah tahun 2021 dan rencana kerja di daerah Tahun 2022. Kegiatan ini merupakan tindak lanjut dari kegiatan penyerapan aspirasi masyarakat yang saat ini dilaksanakan oleh anggota Komite II.

Ketua Komite II DPD RI Yorrys Raweyai mengatakan pihaknya dengan tangan terbuka membantu Kementerian ESDM di daerah. Anggota Komite II yang terdiri dari 34 provinsi justru akan memudahkan tugas Kementerian ESDM dalam menyosialisasikan programnya.

“Sebagai mitra kita ingin membantu Kementerian ESDM. Kami bisa membantu menyosialisasikan program Kementerian ESDM di daerah-daerah,” ucap Yorrys saat RDP di Kementerian ESDM, Jakarta, Jumat (5/2).

Sementara Wakil Ketua Komite II Bustami Zainudin mengatakan bahwa selama ini daerah penghasil SDA selalu mendapatkan keuntungan yang kecil ketimbang pemerintah pusat. Selain itu, ia juga menyoroti perizinan yang harus melalui pemerintah pusat. “Sejauh ini daerah penghasil minyak justru mendapatkan Dana Bagi Hasil (DBH) kecil. Bahkan yang mendapatkan hasil pajak yaitu Jakarta. Perizinan juga sama, semua harus ke pusat. Kita harus mengunci daerah untuk dapat prioritas,” ujarnya.

Senator asal Lampung ini juga mengusulkan Kementerian ESDM agar PLTS Terapung seperti di Jawa Barat bisa dibangun di daerah-daerah lain. Tentunya PLTS Terapung sangat berguna bagi daerah yang tepencil dan terpelosok. “PLTS Terapung sangat bagus, maka daerah-daerah lain di pedalaman bisa merasakan manfaatnya. Untuk itu kami siap membantu Kementerian ESDM menyampaikan programnya di daerah seperti PLTS Terapung atau lainnya,” tuturnya.

Senada dengan Bustami, Wakil Ketua Komite II Abdullah Puteh menyoroti perizinan yang selalu ke pemerintah pusat tanpa campur tangan pemda. Menurutnya, harusnya pemerintah daerah juga dapat dilibatkan dalam perizinan. “Jika semua perizinan selalu ke pusat. Alangkah baiknya, pemda juga turut serta. Setidaknya memberikan masukkan,” tegasnya.

Puteh juga menyarankan Kementerian ESDM untuk memberdayakan kembali UKM di daerah. “UKM seharusnya bisa diberdayakan atau kolaborasi, dan CSR juga perlu dipertimbangkan untuk daerah-daerah yang minim SDA-nya,” ujarnya.

Di kesempatan yang sama, Anggota DPD RI Provinsi Gorontalo Dewi Sartika Hemeto mengatakan rasio elektrifikasi di Gorontalo baru 80 persen. Artinya masih banyak rumah-rumah di Gorontalo yang belum mendapatkan akses listrik. “Kami berharap pemerintah bisa mendorong ini sehingga rasio elektrifikasi di Gorontalo mencapai 100 persen. Kami minta dukungan dari Kementerian ESDM,” pungkasnya.

Menanggapi hal itu, Sekretaris Jenderal Kementerian ESDM Ego Syahrial menyambut baik DPD RI yang akan membantu menyosialisasikan program dari Kementerian ESDM. “Kami sangat berterimakasih bila DPD RI ingin membantu kami dalam menyosialisasikan program Kementerian ESDM. Hal ini tentunya sangat membantu kami,” tuturnya.

Sementara itu, Dirjen Minerba Kementerian ESDM Ridwan Djamaluddin menjelaskan terkait perizinan ke pusat merupakan amanat UU. Untuk saat pandemi Covid-19 ini, Kementerian ESDM tetap membuka perizinan namun secara online. “Perizinan memang amanat UU, memang ada rencana pendelegasian kewenangan perizinan seperti pasir dan bebatuan,” ucapnya.
