Filep dikenal aktif bersuara terutama ketika hak-hak dasar masyarakat asli Papua terancam. Ia juga giat mengemukakan gagasan-gagasan strategis-prospektif terkait pemberdayaan Orang Asli Papua dan masa depan tanah Papua.

Filep Wamafma merupakan putra asli Papua dari suku Biak yang sangat produktif dan memiliki rentetan karir gemilang. Berikut 6 fakta tentang Senator Papua Barat Filep Wamafma yang menarik untuk diketahui.

1. Menjabat sebagai Ketua STIH Manokwari selama 2 periode

Filep Wamafma merupakan doktor lulusan Universitas Hasanuddin (Unhas) Makassar diketahui menjabat sebagai Ketua STIH Manokwari selama 2 Periode berturut-turut. Jabatan ini diperolehnya tidak secara instan. Sebelum menjadi ketua, ia berangkat dari bawah mulai dari menjadi asisten dosen, staf kampus, wakil ketua hingga akhirnya jadi ketua.

Filep Wamafma menjadi dosen di STIH Manokwari sejak 2004. Kariernya kemudian menanjak menjadi Wakil Ketua II pada 2007 dan Wakil Ketua I pada 2008. Pada 2014, ia kembali ke dunia akademis menjadi Pelaksana Tugas Ketua STIH Manokwari hingga 2015. Ia kemudian terpilih menjadi Ketua STIH Manokwari periode 2015-2019 dan kemudian terpilih kembali untuk periode 2019-2023.

2. Karir Menanjak di bidang hukum dan politik

Sepanjang kiprahnya, Filep Wamafma sering kali dipercaya menjadi mitra pemerintah daerah dalam merancang sejumlah peraturan daerah. Hal ini sesuai dengan bidang hukum yang ditekuninya hingga dipercaya memimpin STIH Manokwari. Dalam kurun waktu 2009-2014, ia menjadi Anggota Komisi Pemilihan Umum Provinsi Papua Barat juga merangkap sebagai Pelaksana Tugas Anggota KPU Kabupaten Raja Ampat dan Kabupaten Tambrauw.

Selanjutnya, Filep Wamafma terpilih mewakili daerah pemilihan Papua Barat pada Pemilu 2019. Selanjutnya, Kamis 19 Agustus 2021, senator Papua Barat ini dipercaya menjabat sebagai Wakil Ketua Komite 1 DPD RI. Sejumlah tugas penting dilakoninya. Ia diamanahkan sebagai Ketua Panitia Khusus (Pansus) Papua hingga Tim Kerja (Timja) DPD RI dalam agenda Revisi UU Otsus.

Kehadiran Senator Papua Barat ini memang memberikan warna tersendiri dalam pergolakan politik tanah air, khususnya mengenai problem-problem mendasar di Papua. Perjuangan Senator Papua Barat ini terbilang sangat strategis, terutama dikaitkan dengan eksistensi UU Otsus yang baru. Hal itu sejalan dengan kelahiran UU Otsus yang baru, yang juga merupakan bagian dari jasa Filep Wamafma dan rekan, yang sebelumnya juga berada di Komite I DPD RI.

3. Merampungkan sejumlah buku

Berlatar belakang sebagai seorang akademisi, Filep telah merampungkan beberapa buku soal Papua. Mulai dari (1) Otonomi Khusus, Sebuah Kajian Perbandingan, (2) Pengaturan Kebijakan Investasi Dalam Rangka Perlindungan Terhadap Hak Masyarakat Adat di Provinsi Papua Barat (3)  Suara Senator Jaga Papua.

Buku-buku karya Filep Wamafma ini didedikasikan bagi pengembangan ilmu pengetahuan, pendidikan hingga advokasi kebijakan khususnya bagi masyarakat Papua. Buku miliknya juga menjadi bahan rujukan dan wawasan bagi mahasiswa-mahasiswa Papua dan sejumlah kajian tentang pembangunan Papua-Papua Barat.

4. Aktif melakukan advokasi kebijakan

Selama kiprahnya, Senator Filep juga aktif melakukan advokasi kebijakan. Filep Wamafma kerap kali bereaksi keras atas temuan-temuan, indikasi pelanggaran dan ketidakadilan atas hak-hak dasar OAP. Ia mendukung penegakan hukum terhadap para pelanggar hukum agar tidak menciderai tujuan dan implementasi kebijakan pemerintah bagi rakyat.

Diantaranya, Filep bereaksi keras ketika Presiden Joko Widodo meneken Perpres perizinan terkait investasi pada industri miras. Peraturan perizinan tersebut tercantum dalam lampiran III salinan Peraturan Presiden (Perpres) Nomor 10 Tahun 2021 tentang Bidang Usaha Penanaman Modal di empat daerah yang ditentukan yaitu Papua, Bali, Nusa Tenggara Timur dan Sulawesi Utara.

Sebagai wakil daerah di jajaran DPD RI, Filep menegaskan komitmen dan keberpihakannya kepada hak-hak masyarakat adat di Papua Barat. Ia mendukung Bupati Sorong Johny Kamuru atas tindakan tegasnya mencabut izin 3 perusahaan sawit yang bermasalah. Kasus ini menjadi indikasi kuat adanya mafia-mafia sawit yang terselubung dan diduga bekerja sama dengan oknum pejabat tertentu.

Langkah Bupati Sorong ini lantas dihadapkan dengan hukum, dirinya digugat oleh perusahaan sawit tersebut. Maka Filep mendorong seluruh komponen masyarakat menjalin kekuatan sebagai bentuk solidaritas dalam melawan ketidakadilan. Ia juga meminta pemerintah provinsi Papua Barat turut memberikan advokasi dan pendampingan bagi bupati Sorong yang memperjuangkan hak masyarakat adat melawan ketidakadilan.

5. Dekat dengan rakyat

Filep Wamafma memiliki energi dan pengaruh yang cukup besar. Dalam beberapa waktu terakhir, ia termasuk ke dalam tokoh yang memprakarsai bersatunya masyarakat suku Biak di Papua Barat. Bersama sejumlah tokoh lainnya, Filep berhasil melaksanakan Musyawarah Besar Suku Biak pada Juni 2021 lalu.

Selanjutnya, ia selaku Ketua Panitia Pelaksana telah berhasil menyelenggarakan Acara Pengukuhan dan Pelantikan Mananwir Suku Byak Provinsi Papua Barat pada Kamis (6/1/2022) di Mansinam Beach Resort Manokwari, Papua Barat. Ia mengajak para putra asli Papua bersatu dan terus bergerak bermitra dengan pemerintah untuk membangun Papua Barat lebih baik di masa depan.

Selain itu, pimpinan Komite I DPD RI ini juga melakukan banyak konsinyasi, rapat dengar pendapat dengan pemerintah daerah, DPR serta MRP Papua Barat hingga turba di tengah masyarakat ke pelosok-pelosok daerah.

Filep dalam setiap kesempatan yang dimiliki bertemu dengan berbagai elemen masyarakat di Papua Barat sembari menyerap aspirasi masyarakat. Filep menghadiri peresmian Kantor Klasis GKI Kebar, Kabupaten Tambrauw pada Minggu, 31 Oktober 2021.

Filep menemui para pemuda lembah Kebar, tokoh adat, tokoh perempuan di kampung Anjai, kabupaten Tambrauw guna berbincang dan menerima aspirasi. Diantaranya, Filep mendorong produk lokal Kacang Kebar hasil olahan para pemuda Kebar untuk dipromosikan ke Jakarta. Ia juga mengedukasi para pemuda untuk mengembangkan sektor pertanian dengan produk unggulan Kacang Kebar ini dengan membentuk sebuah badan usaha berbadan hukum.

Selaku anggota DPD Republik Indonesia, Filep Wamafma menyadari dirinya harus berada di tengah masyarakat untuk mengetahui kondisi nyata dan persoalan yang dihadapi terutama masyarakat yang berada di pedalaman dan pesisir Provinsi Papua Barat.

Filep Wamafma juga sempat berada satu malam di Saukorem, distrik Amberbaken, kabupaten Tambrauw, berdiskusi bersama masyarakat di Kampung Sabon. Dari Saukorem memberikan pesan betapa sulitnya akses transportasi jalan ke pesisir Saukorem, harapan-harapan masyarakat kepada pemerintah.

6. Sosok nasionalis dan visioner

Segudang kiprah, karir dan karya Filep Wamafma di atas menunjukkan karakternya yang nasionalis dan visioner. Komitmen keberpihakannya kepada kehidupan Orang Asli Papua diwujudkan dengan upaya-upaya yang diperjuangkan secara konstitusional demi terwujudnya kemanusiaan, keadilan dan kesejahteraan masyarakat.

Ia turut memberi perhatian khusus pada lulusan SIP program afirmasi Otsus. Senator Filep Wamafma melalui Komite I DPD RI telah menyampaikan langsung kepada Wakapolri, Komjen Pol Gatot Eddy Pramono perihal aspirasi untuk menempatkan 150 Perwira lulusan SIP program afirmasi Otsus di posisi-posisi strategis sesuai dengan bidang keahlian.

Tak hanya itu, Filep juga menyurati Kapolri Jenderal Listyo Sigit Prabowo untuk menyampaikan aspirasi tersebut. Aspirasi ini dinilai logis dan sesuai dengan karakteristik dan situasi di Papua. Ia meminta institusi Polri melakukan reformasi kultural secara internal.

Salah satu reformasi kultural tersebut terkait penanganan kasus-kasus HAM maupun pelanggaran HAM. Papua dan Papua Barat, selama ini menjadi “ruang” bagi pelanggaran HAM. Untuk mengatasi itu, maka sebenarnya kepercayaan dan kesempatan kepada Putra-Putri Papua dan Papua Barat harus semakin besar diberikan. (UWR)
