Kejahatan Lintas Negara; Warga Papua Tukar Motor Dengan Narkoba

JAGAPAPUA.COM - Kejahatan lintas negara atau transnational crime seringkali terjadi di wilayah-wilayah perbatasan antar negara. Wilayah perbatasan dinilai sebagai titik lemah suatu negara karena dianggap sebagai “halaman belakang” negara dan sering kurang mendapat perhatian. Kejahatan transnasional memiliki banyak macam seperti pembajakan, pencurian data, pencurian identitas, pencucian uang, penyimpanan kekayaan dalam jumlah besar di luar negeri hingga kejahatan penyelundupan baik berupa penyelundupan manusia, senjata maupun barang terlarang lain seperti narkoba.

Perbatasan Indonesia dengan Papua Nugini juga teridentifikasi adanya kejahatan lintas negara. Pertukaran narkoba bukan lagi ditukar dengan uang melainkan terjadi tren baru yaitu pertukaran narkoba dengan motor. Hal ini menyebabkan meningkatnya angka pencurian motor di wilayah Papua khususnya di tempat-tempat umum seperti pasar, tempat parkiran kampus dan tempat-tempat umum di daerah Jayapura. Aksi pencurian motor ini dilakukan oleh sekelompok orang yang kemudian menukar motor dengan narkoba di Senggi, Kabupaten Keerom yang berbatasan langsung dengan PNG. Tentu saja kejadian ini sangat mengganggu kondusifitas dan keamanan di Papua.

Aksi kejahatan lintas negara ini terjadi terindikasi karena minimnya pos-pos penjagaan perbatasan di sekitar Kebupaten Keerom. Daerah ini kemudian banyak dikenal sebagai jalur atau jalan peredaran narkoba.

Menanggapi hal tersebut Pemerintah Provinsi Papua dan Pemerintah PNG telah duduk bersama dan membentuk pertemuan dengan nama Border Liaison Meeting (BLM). Hasil pertemuan tersebut nampaknya tidak memberikan banyak perubahan pada praktik kejahatan yang terjadi. Kejahatan transaksi atau pertukaran narkoba dan motor belum selesai.

Menurut Melpayanty Sinaga dalam penelitiannya, Kejahatan transnasional melalui perdagangan barter narkoba di kawasan perbatasan  RI – Papua New Guinea (2019) menyebutkan bahwa kedua pihak pelaku dari kelompok orang dari Papua dan Papua Nugini melakukan transaksi di titik lokasi atau arealnya di Hamadi, Dok IX, Dok VIII, Pasir VI, Kayu Pulo, dan Kampung Argapura Laut dimana ke semua lokasi ini berhadapan dengan laut. Pertukaran tersebut terjadi dengan kelompok orang Papua menyiapkan motor dan Papua Nugini menyiapkan narkoba. Jenis narkoba yang ditukarkan adalah jenis shabu dan ganja dan telah terjadi lebih dari 100 kasus hingga akhir tahun 2018 saja.

Motif terkuat dari tindak kejahatan lintas negara ini adalah adanya asas saling menguntungkan bagi kedua pihak. Motif ekonomi menjadi motif terkuat pelaku dari PNG mengingat tanaman ganja adalah jenis tanaman yang legal di PNG dan menjadikan para pengedar ganja dari PNG dapat menjual bebas ganja kepada pihak manapun. Hal yang sangat menarik dengan fakta bahwa ganja adalah tanaman legal di PNG menjadikan lebih leluasa untuk ditransaksikan. Sedangkan di Indonesia memiliki atau mengonsumsi ganja adalah tindakan ilegal yang melanggar hukum.

Jenis barang yang ditukarkan dengan ganja berkembang tidak hanya uang tetapi juga motor, laptop, handphone dan barang elektronik lainnya. Hal ini mendatangkan ancaman keamanan bagi Papua. Keresahan masyarakat akan meningkat karena dengan latar belakang motif ekonomi pelaku PNG dapat terus berkembang dengan pertukaran jenis barang lain untuk memenuhi kebutuhannya di PNG. Tindak kejahatan lintas negara yang terhitung unik ini dapat terus menjadi ancaman bagi keamanan masyarakat Papua. Pemerintah Indonesia diharapkan lebih memperhatikan kasus-kasus yang terjadi di wilayah perbatasan dengan berbagai tindakan untuk mengatasi persoalan tersebut hingga ke akarnya. (UWR)
